Part Two:

Quota of NFL Student Congress Entries

NFL Student Congress runs under a separate Quota from NFL Speech/Debate.  We have arranged the schedule—and definitely encourage — students to allow cross-entry between the Speech/Debate and the Congress tournaments.  Schools using their full NFL Speech/Debate and Congress quotas are entitled to a 25% reduction of entry fees and have no additional judge burdens.

In Congress, Affiliates may only submit 2 Representatives in the House.  They must equally divide their contingent between the two Houses.  Charters may submit as many names as their chapter strength qualifies.  All schools may submit up to 2 Senators to the Senate.

Each NFL Chapter may nominate one student per chamber to audition as Presiding Officer.  We shall balance each school’s registrations between Houses by Blind Draw onsite.  The coach will have full control onsite of which students will be in which chamber.
