Manuals and Guidelines

The procedures and rules for VaFL State Championship/ NFL National Qualifiers can be somewhat complicated, as we adhere to the letter of the rules for the NFL National District Qualifier Tournament.  The NFL rules have been designed to allow continuity across the 106 districts in the nation and are the final word for all tournaments.

District Tournament Manual 

The District Tournament Manual should be read by all coaches before the tournament.  The District Tournament Manual applies to all NFL Speech and Debate Events.  The only variance to the manual is that we will double-flight all speech preliminary rounds.  We will follow the California Plan in Speech.

Student Congress Manual

The District Tournament Manual for Student Congress should be read by all coaches before the tournament.  We will draw onsite for Congress Chamber assignments and seating within the chambers.  All legislation will be submitted online and will set the docket based on date of submission and the topic area.

As many Speech judges will be pulled in to serve as the 3rd judge in a Public Forum debate round, all Speech judges should familiarize themselves with the overview of Public Forum Debate.
